Quality Enhancement Cell (QEC)


The Quality Enhancement Cell at Dow University of Health Sciences was established in the 1st phase of HEC implementation in 2006, along with 29 other cells in various public sector universities throughout Pakistan.

Functions & Achievements


  • QEC is the main correspondent with the external bodies regarding accreditation, and external linkages.
  • It is responsible to develop quality assurance processes and methods of evaluation to affirm that the quality of provision and the standard of awards are being maintained and to foster curriculum, subject and staff development, together with research and other scholarly activities.
  • It is responsible for promoting public confidence that the quality and standards of the award of degrees are enhanced and safeguarded. (Also a goal of HEC, Pakistan).
  • QEC is responsible to develop qualifications framework by setting out the attributes and abilities that can be expected from the holder of a qualification, i.e. Bachelors, Bachelor with Honors, Master’s, M. Phil., and Doctoral.
  • Approval of new degree awarding programs before start/launch of the program.
  • Accreditation of new and existing degree awarding programs.
  • Annual monitoring and evaluation that includes program monitoring, faculty monitoring (feedback evaluation), and student’s understanding.
  • Departmental review.
  • Student feedback mechanism.
  • Employer feedback mechanism, of passed out students.
  • Quality assurance of Bachelor, Master’s, M. Phil. and Ph. D. degree programs
  • Qualification framework (Pakistan Qualification Register, provided by HEC).
